Procurement Enor - I&C STR opportunity located in Aiken South Carolina

Duties/Responsibilities:

  • This position will function as the Subcontract Technical Representative within the MDX Services Engineering organization working in the Procurement Engineering Group. The STR functions as the responsible individual within MDX Services to lead the planning, estimating, procurement scope definition, technical support to the bid process, and technical evaluation of bids received.
  • This position will develop written procurement plans, sole source justifications (where needed), cost estimate summaries, recommended bidders lists, material requisitions and statements of work, responses to bidder questions, technical bid evaluation reports, draft correspondence to subcontractors, status reports, responses to subcontractor information requests and other documents as needed to facilitate completion of assigned work.
  • The position will interface with multiple organizations within MOX Services to ensure procurement specifications are prepared consistent with the established procurement plan. Interfacing will routinely involve Procurement, Quality Assurance, Construction and other Engineering discipline organizations. This position will generally not prepare the procurement specification directly. However, individuals may be assigned responsibility for developing and reviewing procurement specifications, installation specifications or general fabrication specifications for process equipment associated with nuclear fuel fabrication.
  • Specification assignments could include development of design-build specifications for design and manufacture of equipment by others, product procurement or fabrication specifications, technical specifications for fabrication of equipment designed by MDX Services, and installation specifications for custom fabricated equipment.
  • The STR will develop or coordinate preparation of the commercial grade dedication plans for equipment procured for use in safety applications and specification of equipment receipt acceptance criteria.
  • The STR will also function after subcontract award as the primary point of interface between the subcontractor´s organization and MDX Services for monitoring subcontractor performance, resolving technical issues, responding to technical information requests, coordinating status reviews, coordinating MDX Services hold and witness point activities, coordinating visits to vendor facilities, coordinating the review and acceptance of subcontractor submittals, and coordinating resolution of technical or quality problems identified during inspection of received deliverables.
  • This position will focus principally on procurements for instrumentation and controls equipment and systems, such as PLCs and cabinets, process transmitters, switches and indicators, signal converters, recorders, annunciation systems, displays, continuous air monitors, Area Monitors, Personnel Monitoring Stations, nuclear counting devices, etc. Equipment being procured is associated with nuclear fuel fabrication and associated chemical and utility support processes.
  • As part of the monitoring and oversight function of the subcontractor after award the STR will be expected to interact regularly (daily would not be uncommon) with the subcontractor as well as with the Subcontract Administrator within the MDX Services Procurement organization, and on an as needed basis with other MDX Services personnel in Engineering, QA, Construction and Operations. Interface and status reporting will also be required with MDX Services Project Controls and Project Management.
  • Tracking, reporting status, and facilitating resolution of open requests, issues and needs will be a core function of the STR.
  • Periodic travel after subcontract award is expected to support subcontract performance evaluation and oversight, resolution of problems and evaluation of change order bids. Travel at times could range up to 25% within a 3 month period.

Required Qualifications:

  • Bachelor´s Degree in Electrical, Electronics, Controls or Nuclear or Chemical Engineering or equivalent combination of education and relevant years of experience.
  • Five (5) or more years of experience with controls systems design and specification, equipment and manufacturing/fabrication, or equipment specification and procurement of controls equipment.
  •  Excellent written and oral communications skills. Must be organized, pay attention to detail and provide consistent follow-up on issues. 
  • Experience with establishment of major engineered equipment subcontracts, review and evaluation of proposals; review, evaluation and negotiation of changes orders dealing with scope revisions and schedule impacts (and/or change order development and negotiation); payment/invoice evaluation and approval; schedule and progress tracking and analysis; and coordination of submittal reviews and approvals.
  • Possesses self-start initiative and a positive teamwork attitude toward execution of assignments. 
  • Competent in the use of personal computers using common workplace software applications associated with Microsoft Office, with particular emphasis on Word and Excel. 

Desired Qualifications:

  • Knowledge and experience with PLCs and associated control networks employed in a complex manufacturing environment. 
  • Experience and demonstrated success in managing fixed price subcontract work for equipment supply, or custom design and fabricated equipment in the size range of $O.5M to $5.OM or more.
  • Experience working in the nuclear field related to DOE nuclear facilities, commercial fuel fabrication facilities or commercial nuclear power facilities.
  •  Familiarization with QA provisions typically applied to work performed for the nuclear industry. 
  • Experience working projects that utilize Primavera P3 scheduling application or similar product using CPM methodology.
  •  Past experience involved with procurement engineering, construction, development of product or fabrication related specifications.
  •  Functioned as technical representative with subcontractors or design firms on major equipment purchases.
