Description: Blue Shield of California San Francisco, CA transformation is the opportunity Blue Shield of California is a long-established health care firm which is embarking on a major program to reengineer its core business and to modernize the technology that supports it. The Legacy Modernization program will provide the key technology and business processes which are fundamental to delivering on the firm's strategies for future growth. Reporting to the Legacy Modernization IT Project Director, you'll be the technical project manager of the Legacy Modernization program. Your work will help to deliver technology and business processes that are key to our strategies for future growth. Responsibilities: • Requires deep understanding of product design process as well as back-end operational processing and the benefit plans that result from that design. • Leads the activities necessary to integrate product configuration software and data with the new Benefits Administration system that is also being implemented by the program. • Ensures that the business rules defined for benefit plans in the Product Configuration system are correctly interpreted and executed by the downstream Benefits Administration system. • Directs the standard integration and regression testing processes that will validate the proper functioning of new products in the Benefits Administration system as they flow to it from the Product Configuration system. • Manages staff involved in the planning, development and implementation of complex projects involving delivery of new or existing internal and external programs or products. • Develops methods, techniques and evaluation criteria for obtaining results. • Establishes departmental goals and action plans to support corporate objectives. • Develops short- and long-term strategies for systems to support improvements in processes. • Provides developmental and training opportunities for team members. • Provides guidance and leadership to project managers on design, implementation and evaluation of programs.
Qualifications: Requirements: • Bachelor's, preferably in Computer Science or Business with 7+ years of project management experience in healthcare; or equivalent combination of education and experience. • Extensive experience in IT or online development/technology. • Knowledge of health plan operations and systems sufficient to appropriately identify issues that impact project's success. • Ability to handle large-scale applications testing and QA processes. • Collaborative focus across internal and external customers, IT peers and 3rd-party development partners. • Strong background in mentoring and team development. • Excellent analytical and interpersonal skills.
