A senior-level professional, the Systems Development Senior Specialist is competent to work on complex projects and applies an in-depth knowledge of engineering/automation concepts, practices and procedures. The incumbent regularly works under deadlines and is capable of handling extreme workloads. The Systems Development Senior Specialist acts independently, operating with only general direction; errors at this level may cause significant disruption and/or major cost. Incumbents may provide guidance to and assist in training less experienced staff. Incumbents are responsible for the installation, development, implementation, and customization of hardware and software system elements.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Equipment or software design, engineering and/or development for commercial, medical, military or scientific uses.
Engineering evaluation and/or test of materials (H/W and/or S/W components, products and systems).
Preparation of detailed specifications from which programs will be written, or equipment fabricated or installed. Application of configuration management procedures for changes to the operating system files and software.
Performance of associated process studies, research investigations and requirements analyses of all aspects of communications and telecommunications system, etc., by applying statistical/analytical and modeling or engineering techniques, procedures and criteria in specialized areas.
Participation in the development and preparation of documentation for, but not limited to, procedural, program and user documentation.
Designs, develops, installs, implements, fine tunes, documents and/or maintains databases, database dictionaries; monitors standards and procedures and integrates systems through database design and administration.
Works with users to ensure successful system implementation; may assist in user training.
May provide guidance and assists in training of less experienced staff. May research or write portions of technical proposals.
Maintains state-of-the-art knowledge and compiles information into recommendations and analyses.

Bachelor degree or above, major in Computer Science and Technology or equivalent.
• Excellent oral and written communication skills in English.
• 3 year working experience with Java programming in enterprise-level applications.
• Strong knowledge in object oriented design and programming.
• Ability to own component development from requirements through implementation.
• Ability to interface successfully with clients and office personnel.
• Ability to work effectively as part of a technical team.
• Creative troubleshooting and problem solving skills.
• Expert in Struts, Spring, Hibernate.
• Expert in Eclipse and Tomcat.
• Strong experience in database programming and queries with SQL, using databases such as MS SQL Server, MySQL and Oracle.
• Familiar with CMMI process.
